Regional Flood Plans on Track for Completion in 2014Residents throughout the Central Valley are encouraged to participate in the Regional Flood Management Planning process, which provides a long-awaited opportunity for local input on challenges related to potential flooding. Plan developers are seeking ideas for programs and projects to reduce flood risk and meet state and federal regulations for levels of flood protection. Projects included in the plan may be eligible for future state funding. In the Mid and Upper Sacramento River Region, the Family Water Alliance is partnering with dozens of organizations and local public agencies (Butte, Colusa, Glenn, Lake, Sutter, Tehama and Yolo Counties) to ensure the region’s flood management plan outlines a local vision for long-term flood risk reduction. Similar efforts are ongoing for five other areas in the Central Valley, including the Lower Sacramento/Delta North and Feather River Regions. Although locally driven, the plans are being fully funded by the state through Prop 1E bond funds, approved by voters in 2006. The plans, once completed, will be considered by the state in a 2017 update to the Central Valley Flood Protection Plan. That heavily debated plan, which was adopted by the Central Valley Flood Protection Board in 2012, generally identified integrated flood management actions for the Sacramento and San Joaquin Valleys. The local planning process provides opportunities to add more specificity by identifying current flood risk conditions, flood protections problems and opportunities, potential projects and priorities, and needs for local, state and federal funding. Representatives for the Mid and Sacramento River Regional Flood Management Plan are conducting small group meetings to focus on specific plan goals, such as the preservation of rural-agricultural areas and improving emergency response.
